2010-1-11 14:55:18Tariff Commission of State Council: 2010 Tariff Implementation Plan

On December 8, 2009, the Tariff Commission of the State Council issued "2010 Tariff Implementation Plan" (hereinafter referred to as "the Plan") to China's Customs Head Office. The Plan will be effective and implemented as of January 1,  2010.


The Plan adjusts some import tariff rates based on the China's tariff concessions under the WTO system. For instance, the Plan regulates to lower the MFN tariff rates on such five imported products as polyester fabric, set the MFN rate on wet-blue lether at 6%, and carry out tariff quota administration over such products as wheat under 45 lines in 8 categories. And also, according to the trade or tariff treaties with other countries or regions, the Plan regulates to continue performing such conventional tariff rates. For instance, imported products originated from South Korea, India, Sri Lanka, Bangladesh
and Laos are levied tariffs according to the Asia-Pacific Trade Agreement; imported products originated from Singapore, according to the China-Singapore Free Trade Agreement; imported products originated from Macao, if being with preferential treatment, zero tariff.


For the exported products, the Plan regulates to maintain the existing export tariff rates. Provisional tariff rates will be performed on some exported products such as eel fry, and special import tariffs will be performed on some chemical fertilizer products.
